Proposed Qualification/ Certification Language From ACCSH

So, what’s everyone think about the proposed mobile crane operator qualification/certification language from ACCSH (Advisory Committee on Construction Safety and Health)? Do you agree with the certification requirement and qualification criteria?

I understand it to read that the operator must be certified (unless they meet a jurisdictional qualification) and qualified by the employer to include make, model, and limitations (such as configurations, attachments, boom length, capacity, etc.).

I have read through it multiple times and understand the thought process, based on the comments from the public hearing. However, I want to get your thoughts on the proposed language.
